The Ministry of industry and information technology (MIIT) recently released the "industrial policy of pesticide industry" (Draft for comments) proposed that by 2015, the number of pesticide enterprises will be reduced by 30%, and the sales volume of the top 20 pesticide enterprise groups in China will reach more than 50% of the total sales volume, and more than 70% in 2020. The draft pointed out that pesticide production enterprises should strengthen layout optimization to reduce point source pollution. The Ministry of industry and information technology urges pesticide enterprises to concentrate in pesticide professional parks or chemical industry gathering areas to reduce environmental and safety risks. By 2015, more than 50% of the total number of pesticide enterprises in China will enter the industrial concentration area (chemical industry park or gathering area), and more than 70% by 2020.

In addition, the draft strongly supports pesticide innovation. By 2015, the top ten pesticide enterprises in China will have established a relatively perfect innovation system, and the R & D expenses will reach 3% of the sales revenue. In 2020, the independent innovation ability of pesticides will be at the international advanced level, and the independent innovation products will reach more than 30% of the export products. In terms of environmental protection, the draft proposes to strengthen the process innovation of existing leading products and the research and development of pollutant treatment technology. By 2015, the pollutant treatment technology will meet the needs of environmental protection, the emission of "three wastes" will be reduced by 30%, and the utilization rate of by-products will be increased by 30%.
