Approved by Premier Li Keqiang, the State Council recently issued the guiding opinions on the reform of the system of paid use of national owned natural resource assets (hereinafter referred to as the opinions).

The opinions pointed out that the system of paid use of natural resources assets owned by the whole people is a core system of the ecological civilization system. Institutional reform is of great significance to promote the protection and rational use of natural resources, effectively safeguard the rights and interests of state owners and users, improve the property rights system of natural resources and the system of ecological civilization, and accelerate the construction of a beautiful China.

The "opinions" stressed that in view of the prominent problems such as the decisive role of the market in allocating resources is not fully played, the ownership is not in place, and the rights and interests of the ownership are not implemented, the reform should adhere to the basic principles of giving priority to protection and rational utilization, separating the two rights, expanding the power and enabling, market allocation, improving rules, clarifying the rights and responsibilities, exercising them at different levels, innovating ways, and strengthening supervision, so as to strive to achieve the goal of achieving the goal by 2020, We will basically establish a system for the paid use of natural resources assets owned by the whole people with clear property rights, rich powers, perfect rules, effective supervision, and the implementation of rights and interests.

According to the different characteristics and situations of six types of state-owned natural resources, such as land, water, minerals, forests, grasslands, sea areas and islands, the opinions put forward the key tasks of establishing and improving the paid use system.

The first is to improve the system of paid use of state-owned land resources, expand the scope, power and empowerment as the main line, and expand the paid use to the public service field and state-owned agricultural land.

The second is to improve the system of paid use of water resources, improve the differential collection standards and management system of water resources fees, and strictly manage the collection of water resources fees to ensure that all receivables are collected.

The third is to improve the system of paid use of mineral resources, the system of paid transfer of mining rights, paid possession of mining rights and tax and fee system of mineral resources, and the system of graded and classified transfer of mining rights.

The fourth is to establish the system of paid use of state-owned forest resources, strictly implement the policy of forest resources protection, standardize the paid use and circulation of state-owned forest resources, determine the scope, term, conditions, procedures and methods of paid use, and develop forest tourism through leasing, franchising and other ways.

The fifth is to establish the system of paid use of state-owned grassland resources, and explore the implementation of paid use of state-owned grassland that has been transformed into state-owned units and transferred to the rural collective economic organizations.

Sixth, we should improve the system of paid use of Sea Islands, enrich the functions of the right to use sea areas, establish the right to use uninhabited islands and improve its right system, and gradually expand the scope of market-oriented transfer.
